Chester County, TN Property Records: Search Deeds, Owners, Tax Records, and Maps
Chester County has burned through two courthouses, and the third, a 1913 Classical Revival landmark at 133 East Main Street in Henderson, has held the records safely ever since. It even played a courthouse in the movies: Walking Tall was filmed there in 1973. The Register of Deeds also operates within it, and the County Trustee collects in 159 East Main, and the Assessor of Property is nearby. In 1882, the county itself was organized, one of the youngest in Tennessee, with ninety-five counties.
Henderson is served by Freed-Hardeman University, which maintains a constant rental market and faculty market in and around the court square. Homes take between 30 and 60 days to sell on average in the state of Tennessee, including Henderson neighborhoods; Enville and Jacks Creek farm country, the university, agriculture, and commuters to Jackson all dampen demand.
Recent records reveal the underlying factors influencing the local real estate market, with a median home value of $148,950 and median rent of $651, alongside a median household income of $48,483.5 and a median real estate tax rate of 0.51 as a percentage of the property’s assessed value.
How to Look Up Chester County Property Records
Almost all of this is dealt with by 3 stops. The state assessment site will provide the owner of each parcel, the assessed value, and the Map-Group-Parcel number free of charge. The Trustee’s page gives an overview of the Trustee and answers questions on the line (731) 989-3993. The Register of Deeds provides access to documents from the courthouse by mail and without an online platform.

Who Keeps Chester County Property Records
In Tennessee, records of property are kept at the county level, and the Public Records Act makes them available to citizens of the state. There are three different ways of splitting up the work in Chester County:
Visitors are greeted face-to-face on the Register of Deeds' own page, where it explains who the District is and that the office is elected for a term of four years. Records deeds, deeds of trust, leases, plats, contracts, judgments, and liens from the courthouse. The book and page, names, and recording date.
The Assessor of Property appraises each parcel at market value, issues the Map-Group-Parcel number, and maintains the record cards. Value questions go to (731) 989-4882.
According to the County Trustee's website, he serves as "the County's general banker. This includes the dissemination of statements, the collection and receipting of taxes, the maintenance of accurate accounts, and the control of cash flow for the county. The Trustee is the tax collector in Tennessee. There can be nothing stranger.
Delinquent tax suits are heard in the Clerk & Master in Chancery court. The city of Henderson charges taxes on its own.

See the parcel on TNMap to view it as part of the farm and town.
Please verify if and how the documents are being reviewed with the Register at 133 East Main Street, (731) 989-4991, or send them by mail, with the name, date, and fees, to P.O. Box 292. Tennessee is the grantor and grantee; bring both sides of the sale.

To verify taxes are up-to-date, contact the Trustee at (731) 989-3993.
Register of Deeds: Deeds, Deeds of Trust, and Plats
An elected official, the Register of Deeds takes records in Henderson, Enville's Corner, and Silerton, and the farm communities in between. On most financed purchases, Tennessee will secure home loans using deeds of trust instead of mortgages. The Register also collects the state recordation tax at recording.
Document types recorded include:
Warranty deeds, quitclaim deeds, and other conveyances
Deeds of trust, releases, assignments, and modifications
Liens, contracts, and judgments
Powers of attorney, leases, and plats
Military discharges and UCC fixture filings
There is no online portal, so plan on the counter or by mail. Remember which building you want: the Register works in the 1913 courthouse, which the county rebuilt after losing its first two to fire.

Assessor of Property: Ownership, Values, and Parcel Data
The Assessor values each parcel as it would be sold in the marketplace, and Tennessee taxes a fraction based on class. The office designates the Map-Group-Parcel number, maintains the record cards, and contributes data to the state assessment database, which are true-ups to the market at each state-scheduled reappraisal.
Use the state assessment site or call to find:

The Map-Group-Parcel number and legal description

Property Tax in Chester County: Classification, Exemptions, and Appeals
Tennessee has no state property tax. A Chester County bill is county money plus city money in Henderson, and it begins with a fraction.
How the bill is figured
The assessment rate for residential and farm property is 25 percent of the appraised value, while commercial and industrial property is 40 percent of the appraised value. A home appraised at $160,000 carries a $40,000 assessed value; at a combined $2.10 rate, the bill is $840. The rate never reaches the full appraisal.
Exemptions and relief
Program | What it does |
|---|---|
Tax Relief | State reimbursement of part of the tax on a primary residence for qualifying homeowners 65+, disabled owners, and disabled veterans and surviving spouses. Apply through the Trustee; details at the Comptroller. |
Tax Freeze | An optional senior freeze on the tax amount for qualifying homeowners 65+. Ask the Trustee whether it applies here; see the Comptroller. |
Greenbelt | Farm, forest, and open-space land taxed on use value, with rollback on conversion, steady work in a farming county. File with the Assessor; see the greenbelt page. |
Appealing your value
Begin with the Assessor (731) 989-4882, as corrected information will resolve many cases. It is argued before the County Board of Equalization in June, and then the State Board of Equalization, using comparable sales as evidence.
GIS Maps and Parcel Viewer
The state owns the county's parcel mapping. The TNMap assessment viewer overlays all of the Chester County boundaries on the aerial imagery tied to the Comptroller's assessment data.
Details available include:
Parcel boundaries with ownership and acreage
Appraised and assessed values by parcel
Henderson, the university edge, and the farm country in aerial view
Property classes and record-card data
Statewide layers through TNMap
Foreclosure and Tax Sales
Two sales, two trustees, no overlap.
Deed-of-trust foreclosure
The default of a loan is advertised and sold publicly under Title 35 of the Tennessee Code by the substitute trustee named in the deed of trust. There is no requirement that the court issue a protection order. That's not the banker in East Main.
Chancery Court tax sale
In the courthouse, delinquent taxes are processed. The county brings a lawsuit to the Chancery Court; the Clerk & Master holds the sale, then comes the one-year right of redemption after most sales. In Tennessee, the property is sold at the court level – never through tax liens.
Costs to Access Property Records
The state portals are free. Fees attach to copies and recording.

Get the document ready to meet Tennessee requirements: notarized signatures, complete property description, preparer and return addresses.
Include the deed requirements – tax parcel number and the signed, notarized Oath of Consideration.
The recording fee is $0.37 per $100 on the transfer and $0.115 per $100 on secured debt of over $2,000.00, in addition to the recordation taxes.
Mail to P.O. Box 292 or record at 133 East Main Street with fees. The original returns are returned after indexing.
FAQs
Yes. Tennessee's Public Records Act makes the Register's, Assessor's, and Trustee's records of the Register of Deeds county open to Tennessee citizens, who will be able to access the records at the courthouse counter and through the mail service.
Check the address at the state assessment site, then confirm the name on the latest deed with the Register at (731) 989-4991. Tax rolls trail a fresh sale slightly.
The parcel side, yes: state assessment data, TNMap, and the Trustee lookup are free. In-person and by-mail recorded documents are currently in use within the courthouse; there is no online recorded document portal.
At the time of formation of the county in 1882, it was one of the youngest in the state of Tennessee, and its remaining books were kept safe in the fireproof 1913 courthouse from the destruction of the first two by fire. Chains from previous years are still on the books in the four parent counties.
Taxes are one-quarter of your home's appraised value. If an appraisal is $160,000, it becomes $40,000 assessed, and the combined rate is applied. This is 40 percent for commercial property.
