Property Tax in Blount County: Classification, Exemptions, and Appeals
Tennessee’s property tax system does not include a state tax. All property tax dollars are collected locally by counties and cities. The Assessor sets property values at 100 percent of market value, but the state constitution applies tax rates only to part of that value.
How the bill is figured
In Tennessee, homes and farms are taxed on 25% of their value, while businesses are taxed on 40%. To find a property's assessed value, multiply the appraised value by the applicable percentage. To figure out your tax bill, divide the assessed value by 100 and multiply by the county and city tax rates.
Exemptions and relief
Program | What it does |
|---|---|
Tax Relief | The state reimburses part of the tax on the primary home of qualifying low-income elderly, disabled, and veteran owners, under T.C.A. 67-5-701. Apply through the Trustee. |
Tax Freeze | An optional program that freezes the tax amount for qualifying owners 65 and older who meet income limits, where the county has adopted it. |
Greenbelt | Farm, forest, and open-space land is taxed on current use value rather than market value, under T.C.A. 67-5-1001. A rollback tax applies if the land converts. |
Nonprofit and government | Property used for religious, charitable, educational, or government purposes may be exempt on application to the State Board of Equalization. |
Appealing your value
In Blount County, property owners have the right to appeal their property's valuation. Property owners can start by filing an informal appeal with the Assessor. If the appeal is not resolved by the office, the property owner can file a formal appeal with the county's Board of Equalization. The property owner may be required to provide supporting documents such as independent assessments reports and comparable sales.
GIS Maps and Parcel Viewer
Blount County runs a GIS portal that allows you to view property parcel data, check local school districts, and find voting polling locations. If the data you seek extend beyond county boundaries, you may use the TNMap assessment portal.
Foreclosure and Tax Sales
Tennessee allows two kinds of foreclosure sales, and understanding both is important for property research.
Deed-of-trust foreclosure
This process is initiated when a borrower fails to pay their mortgage. The trustee listed in the deed of trust may then sell the property at a public auction. This is generally faster than going through the courts.
Delinquent-tax sale
Delinquent-tax sales are usually handled by the County Trustee. This process begins when a property owner fails to pay their taxes. The County Trustee will report the delinquent owner to the Chancery Court and get approval for foreclosure. Once the court gives judgment, the Clerk & Master sells the property.

How to Record a Document
Tennessee law governs the form of any instrument that conveys an interest in real property. There is a four-step process:
- Confirm the document meets Tennessee format rules: original signatures, a notary acknowledgment, a proper legal description, a preparer statement, and the required margins for recording.
- State the value under oath on the face of the deed, as Tennessee requires. The Register uses that sworn value to calculate the realty transfer tax.
- Submit to the Register of Deeds in-person, by mail, or through an approved e-recording vendor. Pay the recording fee and the recordation taxes due.
- Once recorded, the original is returned to the filer, and the document image posts to the online index within a short processing window.
